The Connecticut Association of Assessing Officers, Inc. (CAAO) isaprofessional organization that is affiliated with theInternationalAssociation of Assessing Officers. CAAO is comprisedof over 400regular and subscribing members. Regular membership isopen to allState of Connecticut public officials who are engaged intheadministration of property assessments, includingassessors,employees of assessors’ offices and board of assessmentappealsmembers. Subscribing membership is open to individuals orcompaniesinterested in property assessment or a related field. Themissionof CAAO is to improve the standards of assessment practiceswithinthe State of Connecticut. To that end, the organizationpublishes aquarterly newsletter (the Assessoreporter) and the .CAAO is alsoclosely involved in the Annual School for Assessors andBoards ofAssessment Appeals, at which all the courses that areprerequisitesfor assessor certification are offered. If there issufficientdemand for a particular course, it can be offered atanother timeof the year. Additionally, CAAO’s sponsors variouseducationalsymposiums and workshops for assessors who are alreadycertified.Connecticut is divided into ; these are the major unitsof localgovernment in the state. The entire area of Connecticut isincludedwithin the boundaries of these towns and cities. Towns andcitiesprovide various services (e.g., public school education,police andfire protection, public road maintenance, and etc.) totheirtaxpayers. To a large extent, these services are financed bytheproperty tax. Lesser taxing districts exist in some townsandcities. A lesser taxing district (such as a borough, afiredistrict or a sewer district) provides services to taxpayersthatare not provided by the town or city in which the districtislocated.
